Speaking Clock Service
We had designed and setup a public voice time service station;
it was named as 117 time service (the dialing number is 117).
This system can provide accurate voice time signal to public
users and the time difference among voice time signal, UTC
(TL) is less than 10 ms all over around Taiwan island. We
use an industrial based personal computer (IPC) to develop
our time synchronization speaking clock (TSSC) system. The
system can trace to the national time standard of Taiwan
(UTC (TL)) via IRIG-B code (Inter-Range Instrumentation Group,
B) and broadcast through PSTN automatically 24 hours a day.
The TSSC is an accurate and reliable system. It can automatically
be synchronized by external standard time code, pick up the voice
data from solid-state disk, and broadcast to PSTN. It enhanced
the time announcement accuracy, avoided the traditional errors
from human and mechanical operation, and provided an easy-to-use
service. Everybody can get the right time just dial a phone
number "117". There are more than 500,000 times accesses to
the system per day.
